Philippe Nègre, founding partner of NS2A, regularly assists and advises a client base comprising SMEs, ETIs and the French subsidiaries of foreign groups, in their day-to-day legal and tax management, the legal and tax optimisation of their structures and in the structuring and negotiation of their contracts, financing operations, partnerships and growth operations.
In this context, he regularly advises the firm on a wide range of corporate reorganisations, mergers and acquisitions and sales and transfers, as well as on corporate and management tax issues, litigation and cases to prevent corporate difficulties.
Philippe Nègre divides a large part of his professional time between Paris and the
Centre Val de Loire region.
Member of the Paris Bar Association, he holds a Master's degree in business law and a postgraduate diploma (DESS) in corporate taxation (Paris-Dauphine). Acting as a partner at PwC until 2004, he started at Coudert Frères in 1992. He successively joined Coopers & Lybrand and PwC in Boston USA and Paris before founding the business law firm NS2A in 2004.
Philippe Nègre is a regular lecturer on the Master 2 programme in corporate business law
Commerce et Finance (corporate taxation, business transfers and corporate restructuring modules) at the Université François Rabelais - Tours and at various conferences and training courses.

Philippe is also a personal member of the Board of

Dorothée Noblet
PARTNER AT NS2A - COORDINATOR OF THE COMPANY LAW AND CONTRACTUAL TECHNIQUES DEPARTMENT
Dorothée regularly assists and advises a clientele of French and foreign VSEs, SMEs and ETIs, on a day-to-day basis, mainly in corporate, contractual and commercial law, on their day-to-day legal operations, and in financing and growth support operations (sale, acquisition, sale of assets, etc.).

Member of the Paris Bar Associaiton, she holds a Master 2 in International Business Law (Université Paris
Descartes University). Dorothée began her career at NS2A in 2010.
Dorothée is a lecturer on the Master 2 in Business Law and Finance at
François Rabelais University - Tours and at various conferences and training courses.

Corinne MANSON
PROFESSOR OF PUBLIC LAW, UNIVERSITY OF TOURS
COORDINATOR OF THE PUBLIC LAW AND LOCAL AUTHORITY LAW DEPARTMENT
A lecturer and researcher at the University of Tours since 1997, Corinne was director of the Master 2 "Management des Territoires et Urbanisme" from 2004 to 2016 and was then elected vice-president of the Board of Governors of the University of Tours from May 2016 to December 2020. Corinne joined NS2A in 2023 to create and develop the Public Law and Local Authority Law Department.
Her work focuses mainly on four areas of local public action:
- town planning (regulatory, operational and commercial)
- public property (definition of the public domain; development of real estate assets)

- public procurement (concessions; public contracts; complex arrangements)
- intercommunality and local public companies.
Corinne has been involved in the work of GRIDAUH (Groupement de Recherche sur les Institutions, le Droit de l'Aménagement, de l'Urbanisme et de l'Habitat, GIP status) since 2004, by writing, in particular, the 'local players' section of the column 'Acteurs du droit de l'urbanisme
urban planning and published each year by DAUH (Droit de l'aménagement, de l'urbanisme et de l'habitat).
Corinne has taken part in a number of collective research programmes, in particular a European environmental programme, Strengthening And Redesigning European FLOOD risk Practices Towards appropriate and resilient flood governance arrangements (STAR-FLOOD), (European Union, FP7-ENV) from 2012 to 2016. She is currently working on planning permission and environmental health.
